The new concourse at DCA tends to be mostly Eagle flights which I assume MEM would be Eagle. If the OP comes into the middle Pier and is going to the high gates then there's no bus. The bus runs about every 5-10 minutes.
Right, chances are good that there will be no bus and the OP will be standing next to the MEM gate before boarding even starts. In the event that the bus transfer is needed, it will eat into the connection time substantially but the bus alone wouldn't cause a misconnect-- the original flight would need to be late leaving LGA.
