25XX flights are generally charters and charters generally do not have seat assignments making the plane look empty
Once CRAF is activated isn't there a minimum 30 day-per-aircraft notice commitment they're on the hook for paying for? Perhaps this is DOD operating a troop/material shuttle with the frame they're paying for anyway
