You are correct, Chase does not claw back. I've never seen it happen. Their MO is to shut down accounts instead.
You are also correct that this one is particularly egregious. Chase has always counted gross spend, not net spend, which is why you've gotten the bonus. Though that is the fact of the matter, I would share your discomfort. There's a first time for everything.
Historically speaking, you're probably fine if you do nothing. What would I do? I'd re-spend to get to the minimum again. I definitely wouldn't call Chase. No good can come from that. Whoever you get on the phone has about the same authority regarding your bonus as I do.
