There are several ways you can handle, assuming you are U.S. based:
1. AMEX Premium Car Protection - It is a for-fee service provided by AMEX Assurance providing primary coverage. If you have signed up, then ask AMEX Assurance to take care of the charge.
2. Dispute with AMEX as an unauthorized charge. However, your chance of success highly depends on how Hertz responds. If it responds, you will definitely lose even you may not cause the damage.
3. Discuss with Hertz Corporate/relevant local office directly. It will be a slow process for Hertz to respond.
4. Small Claims/Arbitration. With the high cost of arbitration (responsible by Hertz), most likely Hertz will drop the whole thing and issue a refund.
