Travelers who are fully vaccinated must present a valid vaccination certificate. Travelers must have received all doses required of the vaccine at least 14 days before travel. Only vaccines authorized by the European Medicines Agency (EMA) are accepted in Portugal. The EU Digital COVID certificate is the only document accepted as a valid document for entry. Travelers unable to present a valid certificate may be required to comply with rules for unvaccinated travelers.

You need a test because the only proof of vaccination they will accept is the EU Digital COVID certificate, and well, Brexit.
