For BA at least they are still doing baggage collection, and they also have a mechanism to deal with those people who OLCI is preventing some aspects of the old system, which essentially required OLCI before the bags could be handed over. The HEX service, which has been going for a few months now, is mornings only and is along with the Arrivals check-in designed to remove the pressure on T5, which is only at some parts of the week (Thursday and Friday mornings, notably) when relatively full flights have lots of people needing lots of document checks. Airportr can at least get straightforward bookings out of the way at HEX. But the collection facility is still there and Airportr are apparently looking to expand to the Liverpool / Manchester / Cheshire / Wirral conurbation (ie the bit of the north which is more affluent than SE England).

However Airportr stopped doing other airlines over a year ago and that hasn't changed recently. I don't believe that's connected with the shortage of HGV / LGV drivers.
