AF probably sees it the other way around. Those prices mean that from AF's perspective it's a pain/inefficient to operate the cabin with only one person and they would rather fly empty in P. So they dissuade people from doing it with those prices. Whereas, if there are already 2 or 3 passengers, adding another one makes more economic sense for AF.
