AC/AP cost per changing/cancelling an award or paid transaction is likely a fixed expense, so I can't see how AP can rationalize charging a different fee for a paid vs. award transaction.
Of course they can rationalize it. Just like how they can charge different change fees for different type of revenue tickets. Award ticket used to be like full fare tickets, now it's more restrictive than Tango fares.
