I know CMH and GUM has a location that offers free PCR tests. Some other locations like LAS offer free tests but possibly only to residents..? But all these tests take hours at the earliest. The only 30 minute test I know is antigen, but I thought that wasn’t eligible for Japan? Or maybe rapid PCR (LAX airport testing) but never heard of a free one.
