You will easily be able to open a US card through the Global Transfer program once you have a US mailing address, bank account, and, ideally, SSN/ITIN. Amex isn’t going to care where you pay how much in taxes or if you also still have a home in the UK. They only want to be sure they can get a hold of you in the US if you can’t pay.
