All the seats have the same minimal amount of recline. I'd probably go for something in the 2-4 range.
I don't really like the bulkhead personally and row 5 is just too close to Y with no proper divider.

I've booked row 5 on the neo for redeyes several times before (because there is no 16F neo, otherwise I follow
econ 's logic for daytime flights) - if anyone at the window in row 2-5 gets up, they typically end up using the seat in front to do so (or bumping into it anyways) given the abysmal legroom. However, even though the divider isn't a wall like on the LAA 321s, the divider prevents the person in row 8 from bumping into the seat. This isn't as much of an issue on the 16F versions / flights where I'm not trying to sleep, where I prefer to be further forward.
