It's the decision of individual EU member states to go with the recommendation so it could end up being quite confusing very quickly.
OP doesn't say where parents are from, but Covishield vaccine suggests it is not the USA.

OP: would it make sense for your parents to get an additional does of the EU approved they were given? Will NHS do it? This would seem to provide reassuring additional protection.
