ESTA is determined by CBP, not State Department. However, in light of your situation, your ESTA will be denied.
travel ban has nothing to do with ESTA. ESTA does not entitle someone to enter the US, even without a travel ban. That is a seperate topic.
Our ESTA were approved 2 weeks ago.
