People are loading up before the flight, and sneaking their own on. If they know they can buy on board, they are less likely to drink as heavily at the bar befroe, or bring their own. At least UA is serving beer and wine for purchase in Y now, as well as hard cider. No other drinks though. Bringing your own is very hard to police if the customer is discreet about it. FA"s can't be in the aisles all the time.
