It must be a server-side change, not a change with the app. I literally just manually installed a Walmart app update on my iPhone and it still has all the bill pay functions in it. Maybe it’s a Walmart glitch or they’re doing a slow roll out?
I really think it's the latter. Around the same time as the app changed, I noticed that when I use Walmart.com on my desktop there was a design refresh. I guess they're updating the "experience" user-by-user.
