we have close friends on back to back EU river cruises that cover many of the countries in the EU including Germany. We hear from them every day. They are retired Kaiser physicians but so far all they had to do was show their CDC vaccination card, and an occasional test and they have had a great time. They are still there. Their kids were with them on the first cruise and they had no problems either. Also not very crowded.
