Germany was awesome in July - very few tourists, only locals who may not be all that interested in local attractions that visitors frequent. There were very few people in Rothenburg, we easily parked inside the gates and walked around without bumping into anyone... Places more popular with locals (eg northern beaches or mountains) are probably more crowded.. Southern Bavaria attractions were somewhat busy (and major castles sold out) but still was perfectly reasonable relative to typical tourist mob.. We spent great time with friends at local biergarten in Munich. Decent chain hotels were crazy cheap and offered mostly normal services and elite perks. Vax card was checked routinely and masks were used at most places...
