The Cranford agreement was scrapped a long time ago. The reason for no 09L departures is a lack of holding points for sequencing departures. During Covid and a much reduced number of movements, this wasn’t a problem, hence it was used in a weekly rotation. Having aircraft queuing for departure abeam T5 stands causes all sorts of issues.
