I only know how to do this on an iPhone, so I hope iPhone is what you have:
1. Open the file on your phone.
2. Then click on the square with an arrow button. (If the option does not appear, try pinching the screen with your fingers and enlarge the document.)
3. Select the option "save to files".
4. Tap the file icon (that looks like a folder) on your iPhone to confirm that the document is indeed saved there.
5. On the UA TRC, select the option "upload file". (NOT picture.)
