Yeah, I think there's been a handful of cases where I asked for both and wasn't given both. I'm sure AC doesn't mind us having both but it's probably an "out" for them if there wasn't enough catered. This is purely a guess.
But hey, what do I know... maybe
ACYYZ/SD could clear this up once and for all! (too bad the former official AC lurkers no longer contribute here... would've halved the size of all our threads).
