I think the thing with fast-track security is that the security is not operated by the airlines, they have to buy it as a service from the airport. Probably you pay it in the airport taxes. Fast-track most likely costs extra for the airline so it makes sense not to give it out too liberally if you don't pay any more for the ticket. Probably some airports are much more expensive than others and airlines avoid fast-track in those. While benefits like priority check-in, boarding and selected seating does not cost anything extra for the airline, so it is easier to give it to status holders.

Btw does OWE fast-track access also include others traveling with you, like one guest? At HEL you get to bring a guest with Gold/Plat on AY, but if I fly with Iberia in Spain?
