If FHR is offering stay 3 pay 2, it is likely that other preferred agents are offering the same promotion (perhaps even at a lower rate). I have never seen FHR be the uncontested cheapest way to book any hotel (I’m sure it happens but infrequently). At best, it ties for cheapest. At worst (and unfortunately, increasingly often), it is much more expensive than the cheapest option.
In my situation the only way to trigger the $200 credit was with FHR so I doubt any competitor was going to be able to compete with that price.
