I would say Barcelona! There’s so much to do and see there. If you’ve only spent 36 hours, it definitely warrants more time! Great place to walk and wander and sit on terraces and people-watch as well.
Also, Segovia would be really cold in February. Probably not the best time for a tourist visit.
