The existing US ban on UK travelers makes the bolded part of #2 a slam dunk exemption for VS to cancel the flight and avoid EU261 or the current UK equivalent.

That said DL can and should be able to easily offer an alternative which seems more than fair.
However there has been no change to restrictions between the date when the flight was put on sale, when I made the reservation and today.
