I think it was way more likely before the pandemic. Now National locations are often staffed by Enterprise personnel, and that's almost always a "no dice."
The only Premier upgrade I've gotten since March 2020 was when I had an L-Car reservation at SFO and there were no L-Cars. By contrast, at SEA, I've been specifically refused a Premier upgrade at SEA in that circumstance.
