Most flights over 2.5 hours", so they are giving themselves some wiggle room.
Having said that, I'd be surprised if any of WestJet's non-Encore ex-YYC or ex-YVR routes to the US didn't have a full meal service, even if they were a little under the 2.5 hour threshold.

"2.5 hours" means 2 hours and 30 minutes, so SFO-YYC should include a full meal.
