Ajman Saray is fine, as long as you're sure you want a completely chilled holiday and don't mind being miles away from anything remotely interesting. Even with a rental car, you will struggle with the time and distance from Dubai if you're trying to do things there during the day.
Most hotels that do all-inclusive packages restrict what you can order from the menu, which always irritates me because the enticing options never seem to be on the AI list. I'd much rather use discounts (either the Plat discount or perhaps the Entertainer app), especially as breakfast is already covered. I think that's also the point which SHLTP was driving at.
Conrad was okay overall but 1. the rooms had a fairly strong musty odour from the A/C and 2. they were insistent in my last stay that they only do one-category upgrades, and it wasn't until I had issues with my corner room (the 1-cat upgrade) that they were willing to upgrade me further to a suite, so just make sure you speak to them in advance if you definitely want a suite.
Your points are well noted. If (& its a big IF!) we stayed at Conrad (which have done several times before) we would book the Suite we want so we are not at all not worried about upgrades there. Same at Saray, we'd book a Suite.
