On your second question, yes no difference in entry. That regard so if you were able to enter the UK before covid you can still enter now (some exceptions if coming from a red list country).

If you are a US resident and fully vaccinated in the US you can avoid having to self isolate whilst here. You still need a pre arrivals test, and to fill in the passenger locator form.
