Just return it as normal, no need to mention about the scratches.

They are so low that you have to bend down to see them as the panel shapes inward and you have to get up close to notice them.
Usually at airport locations, during return the employee will circle around the car looking for damage. I have never seen them crouching down looking for small scratches unlike local neighborhood hertz.
