They do, even if there is a USO but I don't believe it's common practice for them to allow us into Flagship. I've been through LAX 20+ times going into the lounge and I've only been brought into the Flagship lounge once. Also, I'm glad most of the door agents don't follow the procedure exactly because you are supposed to be in uniform to gain entry. My specific branch doesn't fly in cammies and I sure don't want to spend ANY amount of time on a plane in a service uniform.
