Is a special assistance pass (gate pass) possible to meet elderly parents at ATL?

A friend sent me this question. I have no idea and am turning to the Delta experts. Her daughter is getting married in Atlanta with only immediate family attending. My friend is flying in 4 elderly grandparents. They are hesitant to travel. She has to arrange wheelchairs for 3 of the 4. She would like to meet them at the gate in Atlanta, feeling it would be very reassuring to them. Will she be able to get a special assistance pass so that she can do this? If so, what does she need to do in order to arrange this?

If she requests wheelchairs at the time that she buys their tickets, can she be confident they will be available at both Rochester, New York, and Atlanta, both coming and going?
