That report is the environmental analysis that allowed the train to be built -- originally the train, baggage tunnel, and even a walkback tunnel (connecting C to B and the main terminal in a pedestrian manner) -- IAD (partially in response to 9/11) chose to only build the train instead of the whole package that was original plan -- but we're still somewhat reliant on the mobile lounges the report predicted would be unmaintainable by 2010 and we're seeing the extension of the "diminishing quality of service to an increasing number of passengers." with "insufficient space and amenities to airlines and their passengers." (I mean B at ORD is far worse, partially due to the TSA checkpoint bloat that severely encroaches on the navigable concourse and seems to encourage people to walk 10-wide at approximately 0.3 feet per minute) but IAD can be just as miserable.
