Its not a curfew; its a prohibition on aircraft that generate certain levels of noise. Most modern jets do not exceed the maximum permissible threshold for noise, so they are OK to take off and land. The first departures out of DCA these days are in the 5:30 range, and you absolutely will see arrivals into DC (even scheduled now) that land around 1:00 am (AA2222).
