My interpretation which hopes to make sense of the messy situation, based on the feeling I got from the other thread, is that AF wanted to shake up the VIP program (previously under C2000) and streamline the membership significantly, but because "firing" members from C2000 is challenging in relationship terms (particularly when it was given to "VIPs" who might not respond well to having it taken away), instead they created HIPP to offer the benefits they actually want to offer to the new, smaller group of selected VIPs, and let C2000 remain a program offering diluted benefits compared to HIPP.

That way, they get to restrict access to P service to the people they actually want to give it to, without having to mess around with either the member list or the benefits of C2000, which they are happy to leave as it currently is.
