The Holiday Inn Lisbon is located near Saldanha metro station, but can also be accessed with the Carris city buses from the airport (€2 if paying the driver, but it might be easier to go to the metro stop at the airport and buy a Viagem card (€0.50) and load it up with some credit (min €3), which brings the cost of each ride down to €1.35). The rest of the city can easily be accessed by the regular and efficient buses found near the hotel.
This hotel lived up to my expectations of what a HI should be although I have always had a bit of a soft spot for the Holiday Inn brand even though it is somewhat faded these days. The reception atrium is spacious and the staff were friendly and helpful. There is a nice lounge bar area which adjoins the restaurant which doubles as the breakfast room. On the roof there is a small swimming pool along with a bar (currently closed) which was nice for a sundown swim. With the wind coming in from the Atlantic it was quite chilly when coming out of the pool, despite the sunny summer weather. I was upgraded to a corner room on the 9th floor which resembled a junior suite and was comfortable due to the extra space. I would happily come here again on a future visit to Lisbon.
