They are clearly picking up Japanese TV channels through Slingbox-like hardware in Japan and then streaming the video through servers outside Japan. There is no native AppleTV app AFAIK. The service is viewable on desktop and through an iOS app, so it's possible to screen mirror to Apple TV, but you get a windowboxed picture. Not ideal, but it works. I mostly just watch on my iPad. One really nice feature of the iOS app is that you can download DVRed shows and watch them offline forever, even after they are no longer available for streaming. Potentially a great option for IFE on long flights. Lots of Hollywood movies if you get the full package with the CS channels.
