Well, I did that for 2 sets of my tickets using DOT (TK and CA) because my CC issuer in Europe will not execute any chargeback unless they are told by the merchant that they won't pay me back. For the CA flights, DOT got someone from CA replied that the tickets were refunded by the OTA I bought it from didn't give me the money even 3 months after CA refunded them. Based on that, I was able to get that chargeback through.
The second case with TK is a bit tricky, TK said that they haven't cancelled my tickets, hence no chargeback.
If you are so confident that you can file a chargeback against TK, do it. You have done practically everything on your side to justify a chargeback. It's just I have read various people including AMEX holders in the UK having trouble getting chargeback through because of clause 76 or something like that. Took me 6 months to get my money back with tons of back and forth emails/phone calls, lesson learned.
Mr. has a colleague was tempted by all those cheap tickets and bought 9 trips (including a 400 EUR direct flight from Europe to Tokyo which is cheap) and he was able to get money from 6 out of 9 trips and he is still struggling with the last 3, and the worst of them is LH.
