Maybe you should wait filing a DOT complaint until it is clear if OS will reimburse or not? Contemplating a DOT complaint without even researching how to submit receipts for reimbursement or actually requesting OS to reimburse first, is far-stretched IMO.
I failed to thank you for this. This link worked. All completed by e-mail with prompt responses and prompt payment to my US checking account. I received 100% of the toiletries and 50% of the clothing (2 cheap polo shirts purchased in Budva).
While the lack of communication regarding the delivery for my bag to TIR rather than TGD was frustrating; at the end, it worked out.
