Australia won't be opening up in anyway before mid-late 2022 - and that's me being optimistic.
I know the 80% vaccination target has been put in as a target to reach "Phase 3" - however, they haven't actually detailed how things will work and how long after that target is reached for changes to be made. Further to this, and crucially, the state premiers need to sign this off - and you have three premiers in VIC, WA and QLD who are more than happy to keep Australia locked indefinitely.
The way things are going now, the start of 2022 may see every country accept some level of international quarantine-free travel - except for Australia.
