But yes as others have pointed out as long as there is Avios availability you can absolutely book domestic flights on the same booking as international flights.
I believe there was a period during COVID where the restrictions on this relaxed. I don’t think it was widely publicised but allowed for some discretion during ever changing schedules. I remember reading something briefly on an internal site, I may have misunderstood though.
