In most places you weren't allowed to take alcohol out of the bar/restaurant before the pandemic. In many places that restriction was waived for the pandemic. I live in Louisiana and we've always been allowed to leave the premises with a drink, although in some places glass containers aren't allowed outside and some places don't want you to take their glassware, hence go-cups.
