Another data point: flew into GRU this am in biz class so I was one of the first off the plane and then I generally walk faster than most people. Immigration was literally empty. All the immigration officers were huddled around each other just talking so I walked directly to an immigration officer in her cubicle. My plane was at best half full and likely closer to a 1/3.
