BA don't seem to allow handling agents at remote stations to do anything at all other than check-in. Found this at Frankfurt a few years ago - even if they have a BA uniform they don't seem to be able to do anything other than check-in.
Even in IRROPS, they said we had to wait for BA to SMS us with our new flight information
