The WA RAK is a solid hotel. I haven't stayed in many WAs, but this one feels legitimately luxurious and is a good value. I got an upgrade last time to something like a junior suite with a balcony that was a really attractive room. Service was excellent; the executive lounge and pool restaurant were so-so but the steakhouse was good by UAE standards. I will be staying again this weekend and will report back. One note: I had serious problems with points posting in the past.
The Hilton Ras Al Khaimah is also very good. It's dated (I believe they've done a renovation recently), but the rooms are comfortable, amenities good, and Diamond treatment acceptable. I actually prefer the area, in the older downtown of RAK, such as it is, with some good local restaurants, bars, and cafes nearby. Most people wouldn't prefer this area compared to the resort islands on which the WA and Doubletree sit but it's a nice change of scenery.
I can also recommend the DoubleTree Marjan, which is more modern and glitzy (believe it or not). It's a large full-service resort, more like a Hilton than a DT. It's a party place, with music by the pool, a night club, action late into the night (at least by RAK standards), etc. The breakfast is a zoo and mediocre, but otherwise the F&B is good. The whole place is generally populated with package tourists from Europe, so it's rowdy and kind of fun, but not really suitable for a relaxing holiday with lots of personal space. In my opinion this is less of a value, with rates generally higher than the Hilton, but I enjoyed several stays there. The rooms are faily typical DoubleTree, with balconies on many or all.
Ultimately these are three different experiences that all do a respectable job delivering what they advertise (as does the HGI in RAK). Not sure about points value.
