What isn't entirely clear is what exactly caused this first delay, but it looks like it was under BA's control. I think BA have used their best argument here, but it doesn't persuade me since by the time you heard about it there was nothing you could do to mitigate the problem (e.g. change flights). Had they told you 2 weeks ago it would be a very different issue. So yes, it looks to me you have a plausible case to go to CEDR.
