Just as a voucher isn't the same as a full refund, a refund twelve months later isn't as good as a refund now.
The other issue with having to wait 12 months is that you’re at the mercy of the airline to timely process the refund- it’d likely be too late to try doing a chargeback if the airline renegs on the policy or purposely delays processing.
