Is this really their policy? If so, they are an outlier.
I tried to downgrade my CapOne Spark card to the no annual fee version and was told they don't do "product changes" but gave me a one-time good customer credit of $95 (the annual fee) to keep card open. I don't think I spent much of anything on this card the prior year. I have had CapOne give me a credit for the full annual fee on several cards since the start of covid.
