Interesting how they did this. There is a gamesmanship opportunity here.

1. If your promotion is $2700 in spend, you can spend $2600
2. The rules say, if you fail to hit your promotion spend, they will still give you the 2250 in PQP, for taking three flights, as a bonus.

So you walk away with 4850 PQP!

They probably knew this, but there likely wasn't time to fine-tune some of these minor details.
