There are combined Dollar/Thrifty buses (before Covid were Dollar only) which were put back in service around May (prior all 3 were combined on Hertz buses).
If you can't get on a Hertz bus, get on on a Dollar/Thrifty bus. They all go to the exact same place now.

Hertz has always operated their bus shuttle system with T1 (Southwest) being the first pickup and as soon as it gets full, the bus will skip other terminals & go to the facility on Airport Blvd. When they had a lot of drivers, it would be shadowed or closely followed by another Hertz bus which would start picking up at that point.
