I d suggest tahoe if you haven't been to either. Far more attractions beaches activities lodging and food options etc. Crater lake is a nice nature getaway but aside from hiking there isn't much there...
tahoe is accessible year round while crater lake is far more limited.. both can be impacted by smoke from fires nearby
with kids going back to school crowds should be manageable
